Certifying Examination
Certification in Maternal Fetal Medicine is a three (3) part examination that aims to assess mastery of the knowledge and skills in the subspecialty. Competency in the screening, diagnosis and management of the high-risk pregnant patient will be evaluated. from pre-conception until post-partum, including maternal and fetal surveillance as well as appropriate diagnostic and therapeutic interventions.
Beginning 2022, basic gynecologic ultrasound shall be part of the certifying examination. Successful examinees will be given a certificate of proficiency in Maternal Fetal Medicine and proficiency in basic and advanced obstetric ultrasound and basic gynecologic ultrasound.
Hospital Accreditation
The fellowship training accreditation process aims to assess the fellowship training program of the Department of Obstetrics and Gynecology- Section of Maternal Fetal Medicine of a hospital. The training program course content and implementation, staffing and physical plan are evaluated. Compliance to all the requirements of the Philippine Board of Maternal Fetal Medicine confers the ACCREDITED status on the training hospital for a specific period of time.

Bicol Medical Center

The Bicol Medical Center is a 1,000-bed capacity institution, which is one of the biggest hospitals in South Luzon and Bicol Region. It is the apex hospital and specialty center for 16 clinical areas namely Brain and Spine Care, Burn Care, Cancer Care, Cardiovascular care, Dermatology Care, Eye Care, Geriatric Care, Infectious Disease and Tropical Medicine, Lung Care, Mental Health, Neonatal Care, Orthopedic Care, Physical Rehabilitation Medicine, Renal Care and Kidney Transplant, Poison Control and Trauma Care.
Bicol Medical Center is the only Level III public hospital in the province and it is positioned to establish specialty centers to address unmet needs of the community. In line with the Hospital Development Plan, the construction of an 8-storey Maternal-Pedia-Neonatal Center targeted to be accomplished in 2026 will cater to the needs of the mothers and their newborns. This will have state-of-the-art facilities for intensive fetal therapy capable of performing sophisticated diagnostics and interventions for diverse cases. Thus, ensuring an expanded and wide-reaching health services.
In 1996, Dr. Ana Young Sy, a UP-PGH MFM Fellowship Program graduate, was accepted as the department’s first subspecialist in Maternal and Fetal Medicine. Hence, residents no longer rotated at PCMC. The following year, the Maternal Intensive Care Unit (MICU) was established within the Labor Room-Delivery Room Complex. The department also acquired a fetal monitor and an ultrasound machine solely for OB-GYN use.
In 2001, Dr Josephine B. Decena-Sanchez, a graduate of the department’s residency training program who pursued MFM Fellowship at the Manila Central University, was accepted as the second MFM consultant. The Annual Perinatal Audit and Quarterly Perinatology Conferences with the Section of Neonatology of the Department of Pediatrics became regular. Towards the end of 2013, the department acquired additional fetal monitors and an ultrasound machine with doppler capability.
Two other graduates, Dr Catherine B. Macaraig and Dr Zarah Charissa M. Agualada joined the department in 2021 and 2022 after obtaining their MFM Fellowship Training from Manila Central University and UP-PGH respectively. Hence, the Section of Maternal and Fetal Medicine was established.
By 2025 the Bicol Medical Center Maternal and Fetal Medicine Fellowship Program is the first accredited OB-GYN post-residency training program in the Bicol Region.

Established in 1974, the Department of Obstetrics and Gynecology at Cardinal Santos Medical Center is a cornerstone of the institution’s esteemed reputation. The residency training program has been accredited for 47 years. Through the initiative of Dr. Natividad M. Puertollano, a foundational figure in Philippine Perinatology and former Head of the High-Risk Pregnancy Clinic at the Philippine General Hospital, along with Dr. Vicente Poblete, Chair of the Department of Obstetrics and Gynecology, the practice of Perinatology was introduced at Cardinal Santos Memorial Hospital well before any formal training programs existed in the country.
In 1994, Dr. Puertollano was joined by Dr. Ana Marie R. Madamba and Dr. Archangel Diamante as the core group of Cardinal Santos Medical Center Perinatology subspecialists and initiated the formation of the CSMC Section of Perinatology.
In 1996, graduates of the Perinatology Fellowship Training Program of UP-PGH joined the CSMC staff, marking the beginning of the section’s growth with the addition of Dr. Mila Zaragoza-Ibay, Dr. Joyceline Noemi R. Silao, and Dr. Anita Matilda F. Poblete. In 2002, with the introduction of the Maternal Fetal Medicine (MFM) Fellowship Training Program at UP-PGH, Dr. Christine Vivienne F. Tantoco and Dr. Valerie Tiempo-Guinto joined the section, bringing deeper insights beyond Perinatology. Dr. Elsa Espino-Aquino and Dr. Niza Bermudez-Reyes joined the ranks in 2003, followed by Dr. Carmela Madrigal-Dy in 2004. Reflecting the robust growth and evolving developments, the Perinatology Section was renamed the Section of Maternal Fetal Medicine. Dr. Pilar Lagman-Dy joined the department in 2007, followed by Dr. Karen Ty-Torredes in 2009 and Dr. Alejandra Barrenechea in 2021.

Fellowship Training
In 2015, under the leadership of Dr. Mila Zaragoza-Ibay, then President of PSMFM, and with Dr. Christine Tantoco as Section Chief and Dr. Carmela Madrigal-Dy as Training Officer, the CSMC Section of Maternal Fetal Medicine achieved accreditation for fellowship training from the Philippine Society of Maternal Fetal Medicine (PSMFM).
Among the graduates of the fellowship training program, two—Dr. Isaah Francel Chong-Tan and Dr. Valerie Gail Bailon—are already fellows of PSMFM and active members of the section.

Makati Medical Center

The Maternal-Fetal Medicine (MFM) section was established in 1996 with two practicing perinatologists, Dr. Ana Marie Madamba-Burgos and Dr. Ramon T. Reyles, primarily serving patients referred from the Makati Health Program. Initially part of a combined Maternal-Fetal Medicine and OB-GYN Ultrasound service unit, the section expanded with the addition of several specialists, including Dr. Ma. Linda Quevedo in 1998, and Dr. Maria Theresa Tangkeko-Lopez in 1999, who trained at Stanford University and UCSF.
In 2012, the section became an independent service and subspecialty unit, with additional consultants joining over the years, such as Dr. Carmen Adela J. Perez, Dr. Suzette Frances Aguirre-Gisbert, Dr. Maria Luisa Acu, and Dr. Marie Catheleen Perez-Santiago in 2022.
The section introduced nuchal translucency screening in 2010 and the One Stop Clinic for Assessment of Risk (OSCAR) in 2012 for trisomy-21 screening. The program utilized FMF-certified software and COBAS serum analyzers, with techniques shared through lectures and workshops across the NCR, provinces, Cebu, and Davao.
Despite not having a fellowship training program initially, the section remained active in continuing medical education (CME), hosting workshops and seminars on fetal echocardiography and fetal anatomy scanning, including courses led by international experts. In 2022, the section started a two-year fellowship training program.

The Section of Perinatology of the Department of Obstetrics and Gynecology in the Manila Central University-Dr. Filemon D. Tanchoco Sr. Medical Foundation was founded in 1993 during the chairmanship of Dr. Walfrido W. Sumpaico and Dr. Pilar Lagman-Dy, a UP-PGH trained Perinatologist, served as the first section head. The increasing clamor for high-risk pregnancy specialists led to the development of a fellowship training program which opened its doors in 1993 to bona fide members of the POGS. The section envisioned training future consultant staff members: Dr. Rosa Niñez Velante-Nierva, Dr. Ma. Victoria Valmonte- Torres and Dr. Angelita Reyes-Teotico. Soon after Dr. Lagman-Dy finished her term, Dr. Flerida Lucero- Tan, who trained at the Philippine Children’s Medical Center (Lungsod ng Kabataan) took her place as section head. The mission of the section was to provide quality care for high-risk pregnancies and reduce perinatal deaths and improve neonatal outcomes, and thus, the High-Risk Unit (HRU) was established as part of the hospital’s special unit.
The section boasts of top-caliber Perinatologists who also served as President of the Philippine Society of Maternal Fetal Medicine, Dr. Walfrido W. Sumpaico, Dr. Pilar Lagman-Dy, Dr. Ma. Victoria V. Torres, Dr. Angelita R. Teotico, Dr. Gumersinda C. Javier, Dr. Richard C. Jordias, and Dr. Marjorie I. Santos. Other members of the section have served and continue to serve the PSMFM actively. Dr. Walfrido W. Sumpaico has been the first-ever recipient of the Magnus Medicus et Magister Award by the PSMFM.
Research papers and interesting case reports written and co-authored by fellows-in-training and consultants from the Section have won major prizes in local contests and have been published in Journals and presented here and abroad. Several books and clinical practice guidelines have been authored and edited by some members of the section and have a nationwide readership among clinicians and students.
The training program has graduated a total of 42 fellows from 1993 up to present. Graduates of the fellowship program have been practicing in various areas of the country to continue the mission of MCU-FDTMF Department of Obstetrics and Gynecology, Section of Maternal and Fetal Medicine to provide quality care for high-risk pregnant women all over the Philippines.
The section boasts of dedicated members of the faculty since its inception. Past section consultants include Dr. Walfrido W. Sumpaico, Dr. Pilar Lagman-Dy, Dr. Margarette Libiran, Dr. Flerida L. Tan, Dr. Ma. Victoria V. Torres, Dr. Marie Catheleen P. Santiago and Dr. Grace P. Cayabyab. The section continues to train future maternal-fetal medicine specialists with five faculty staff.

Philippine Children’s Medical Center

The Perinatal Center of the Philippine Children’s Medical Center, a bastion of excellence in maternal and child healthcare, has a long-standing history of service. They received the Japan International Cooperation Agency (JICA) grant in 1986 for our proposal of reducing perinatal morbidity and mortality through maternal transport. Two years later, in 1988, the center was inaugurated with the goal of providing care for high-risk pregnant women. Our collaborative efforts extend to three specialized centers: the Philippine Heart Center, the National Kidney and Transplant Institute, the Lung Center of the Philippines, and lately, the Diabetes and Metabolic Clinic of East Avenue Medical Center. These institutions play a crucial role in the comprehensive management of these pregnant patients. Their mission is to maintain the highest standards in the practice and training of Perinatology by fostering an excellent service-oriented referral center for high-risk pregnant mothers and their unborn children. Their vision is to be the ultimate referral center nationwide and the premier training center in the field of Maternal Fetal Medicine, a vision we are committed to realizing with excellence.
The institution’s primary strength lies in being situated in a quaternary children’s hospital with a comprehensive range of pediatric subspecialties, enabling us to care for high-risk neonates. The Center handles a diverse caseload, particularly cases referred from specialized centers and nationwide referrals. They have six trainees who work under the direct supervision of consultants in both the Antepartum Unit and during patient admission. Their fellows are directly responsible for caring for these patients from registration in the Antepartum Unit through labor and delivery and into the postpartum period. Multidisciplinary conferences with various subspecialties in Internal Medicine and Pediatrics are conducted as needed, including perinatal counseling in collaboration with the Clinical Genetics Section and the Ethics Committee. Additionally, they have a team of 11 Maternal Fetal Medicine consultants with Plantilla positions who were previous presidents of the society and members of the Philippine Board of Maternal Fetal Medicine. Currently, the section is in the process of establishing the Fetal Therapy and Surgery Unit to accommodate referrals for fetuses with non-lethal anomalies requiring antenatal therapy and surgery.

Quirino Memorial Medical Center

Since the 1950s, this institution has been a referral center of high-risk pregnant women from lying-ins, local health centers, primary and secondary hospitals in Quezon City, Marikina, Antipolo and as far as the province of Rizal. In order to address this demand, a 2-year fellowship training program in Maternal Fetal Medicine was put up to provide a patient-centered approach of antenatal care to high-risk pregnant patients. Initial planning was helmed by Dr. Maria Czarina Mendoza and Dr. Ireene Cacas-David. The Fellowship Training Program started January 2022 and partial accreditation was granted the same year.
The training program aims to provide holistic services, quality training, and relevant research responsive to the demands in the care of high-risk pregnancies. It furnishes fellows a comprehensive training in the evaluation and management of the complications of pregnancy, delivery and the puerperium. It aims in producing proficient specialists equipped with the advanced knowledge of obstetrical, medical, and surgical complications of pregnancy and their effects on the mother and fetus. Ultimately, it instills in the specialist the motivation to perform clinical research in order to advance the discipline and remain abreast in the rapidly changing field of maternal fetal medicine.

Southern Philippines Medical Center

The Section of Maternal Fetal Medicine of Southern Philippines Medical Center – Institute for Women and Newborn Health was founded in the year 2000 with Dr. Elmer Chua as the MFM consultant until 2004. He was succeeded by Dr. Mariebeth Juarez, who joined in 2004 to 2007. For the succeeding 2 years, in 2007 to 2009, the section had no MFM specialist on board. The section was re-established under the guidance of Dr. Loida Michelle Ong in 2010. In 2017, Dr. Dennis Ortiga joined the section until 2019. Added to the roster in 2018 was Dr. Mary Lee Lim. and in 2019, the fellowship training was established. Two new consultants joined the ranks, Dr. Juliet Coching and Dr. Armi Angela Roy. Finally in 2022, the section was able to produce its very first graduates, Dr. Gladies Rioferio and Dr. Naomae Mondia, who have passed the MFM Certifying Examination last September 2023, and joined the section of maternal fetal medicine of SPMC in August 2024.
As a section, the mission is to improve maternal and fetal outcome of high-risk pregnancies by providing the highest quality of personalized care, training programs and medical research.

The Medical City

The Medical City’s Section of Maternal Fetal Medicine was established in 2007 by then incumbent Department Chairman, Dr. Florante P. Gonzaga. Under the leadership of the Section Head, Dr. Mario A. Bernardino and the Training Officer, Dr. Gumersinda Cruz-Javier, the MFM fellowship training program formally began in 2007.
The 2-year training program incorporated both obstetric and gynecologic ultrasound along with clinical rotation at The Medical City’s Neonatal Intensive Care Unit in its curriculum. In line with the hospital’s mission and vision, the Section established the Maternal Intensive Care Unit (MICU) designed for women in need of high-risk perinatal care.
In December 2011, with 11 Perinatologists and 2 fellows in training, the program was accredited for training by the Philippine Society of Maternal Fetal Medicine (PSMFM), making it the first recognized Maternal Fetal Medicine training program by a private hospital.
In 2012, Dr. Ma. Lourdes Cango-Castor was appointed as Head of the Section, Dr. Gumersinda Cruz-Javier as Assistant Section Head and Dr. Maria Rosario Castillo-Cheng as Training Officer. The fellowship training program was further streamlined to include clinical rotations at the UP PGH Institute of Human Genetics, TMC Endocrine Diabetes and Thyroid Center and fetal echocardiography under the tutelage of the Head of Pediatric Cardiology, Dr. Dexter Eugene D. Cheng.
The Section boasts of numerous accomplishments over the years. In September 2013, the Section spearheaded the launch of The Medical City’s First Trimester Screening Program, offering combined first trimester screening for aneuploidy and the country’s first preeclampsia screening test. The Preterm Birth Clinic and the High-Risk Pregnancy Clinic (HRPC) were also established within the Women’s Health Care Center. In 2014, the Section formalized the referral system for the interpretation of both antepartal and intrapartal cardiotocograms. In the succeeding years, the fellows’ clinical research was intensified leading to publication of their papers both locally and internationally. The Section also actively spearheaded the Department’s continuing medical education activities, beginning with its first multidisciplinary Clinicosonopathologic conference (CSPC) and its first postgraduate course, both in 2019. Still in 2019, the Fetal Care Program was formalized to strengthen prenatal screening and diagnosis and promote fetal intervention procedures. The addition of an expanded preeclampsia screening in the second and third trimesters was the country’s first hospital-based cell-free DNA test using single nucleotide polymorphism (SNP)-based technique. High risk pregnancy services were likewise expanded in collaboration with TMC International Patient Services and Guam Regional Medical City.
In 2021, the Section its month-long Preeclampsia Screening Program across all trimesters of pregnancy and implemented the standardization of the management of acute severe hypertension in pregnancy through its Critical Care Course Module I made available online for all Institute for Women’s Health (IWH) healthcare providers to access. In May 2022, the Section spearheaded the Preeclampsia Awareness Campaign activities. The Section also held the first Preeclampsia-Eclampsia Simulation Workshop at the Center for Advanced Skills, Simulation and Training Innovation (CASSTI) of TMC. Following the formulation of a policy document, this simulation workshop became Critical Care Course Module II and was made part of the developed safety bundle to help reduce maternal morbidity and mortality associated with hypertension. The Institute’s experience and achievements with the use of the Critical Care Course safety bundle for Preeclampsia has been published in the Philippine Journal of Obstetrics and Gynecology. In November 2022, the MFM Section in collaboration with the Neonatology Section partook in the worldwide celebration of Prematurity Awareness Month.
In compliance with the modified curriculum of the PSMFM, the training program of the Section added to its roster of course content and learning outcomes a more directed gynecologic ultrasound course outline.
In 2023, the Section, being a forerunner for innovation, advanced obstetric ultrasound skills and fetal 2D echocardiography, opened its training program to other MFM training institutions. This gave way to a symbiotic relationship with Quirino Memorial Medical Center (QMMC) allowing their MFM fellows in training to hone their skills in advanced obstetric ultrasound and fetal 2D echocardiography by rotating for one month with The Medical City’s Section of Maternal and Fetal Medicine. A clinical rotation in the Section of Obstetric Anesthesia likewise commenced for the MFM fellows in training.
In 202 with Dr. Irene B. Quinio as Training Officer, a collaboration with the Department of Internal Medicine (IM) and a quarterly MFM-IM conference commenced.
In its seventeen years of existence, the Section has a complement of 19 MFM consultants, with three PSMFM past presidents in its roster. It has produced 13 graduates, who have excelled in the PSMFM diplomate exam and are mostly fellows of both the PSMFM and the Philippine Society of Ultrasound in Obstetrics and Gynecology (PSUOG). It continues to produce, publish and present scientific papers locally and abroad and it has equipped and trained MFM specialists acting as excellent clinicians, passionate mentors and proactive MFM specialist-leaders in their respective institutions in various regions of the Philippines.

Curriculum
The Maternal Fetal Medicine training is a two-year program which prepares the graduates of general Obstetrics and Gynecology in the field of Maternal and Fetal Medicine through service, training and research. As a maternal fetal medicine specialist, the primary function is the care and treatment of pregnancies with complications. The training will also include ultrasound skills in pre-pregnancy gynecologic evaluation to offer a more holistic approach to the care of these women.
The program would furnish fellows a comprehensive training in the evaluation and management of the complications of pregnancy, delivery and the puerperium. A basic gynecologic scan for the woman in the various stages of her reproductive life is also included. It is aimed at producing proficient specialists equipped with the advanced knowledge of obstetrical, medical, and surgical complications of pregnancy and their effects on the mother and fetus. It would also provide the proper competencies in the performance of various skills in the areas of prenatal ultrasound, prenatal diagnosis and pre-pregnancy gynecologic evaluation. Ultimately, it would instill in the specialist the motivation to perform clinical research in order to advance the discipline and remain abreast in the rapidly changing field of maternal fetal medicine.
In order to be globally competitive, and in response to republic act no. 7722, otherwise known as the “ Higher Education Act of 1994”, and in pursuance of Commission on Higher Education (CHED) memorandum order no. 46 series of 2012, entitled Policy standard to enhance quality assurance (QA) in Philippine higher education through Outcomes-Based and Typology Based Quality Assurance, the curriculum of Maternal Fetal Medicine has been revised to follow the Outcomes-Based Education from the previous Competency-Based Education.
At the end of the 2-year fellowship training program, the fellow of Maternal Fetal Medicine is expected to be:
