style=\"--awb-content-alignment:justify;\"><p>Certification in Maternal Fetal Medicine is a three (3) part examination that aims to assess mastery of the knowledge and skills in the subspecialty. Competency in the screening, diagnosis and management of the high-risk pregnant patient will be evaluated. from pre-conception until post-partum, including maternal and fetal surveillance as well as appropriate diagnostic and therapeutic interventions.<\/p>\n<p>Beginning 2022, basic gynecologic ultrasound shall be part of the certifying examination. Compliance to all the requirements of the Philippine Board of Maternal Fetal Medicine confers the ACCREDITED status on the training hospital for a specific period of It is the apex hospital and specialty center for 16 clinical areas namely Brain and Spine Care, Burn Care, Cancer Care, Cardiovascular care, Dermatology Care, Eye Care, Geriatric Care, Infectious Disease and Tropical Medicine, Lung Care, Mental Health, Neonatal Care, Orthopedic Care, Physical Rehabilitation Medicine, Renal Care and Kidney Transplant, Poison Control and Trauma Care.<\/p>\n<p>Bicol Medical Center is the only Level III public hospital in the province and it is positioned to establish specialty centers to address unmet needs of the community. In line with the Hospital Development Plan, the construction of an 8-storey Maternal-Pedia-Neonatal Center targeted to be accomplished in 2026 will cater to the needs of the mothers and their newborns. This will have state-of-the-art facilities for intensive fetal therapy capable of performing sophisticated diagnostics and interventions for diverse cases. Thus, ensuring an expanded and wide-reaching health services.<\/p>\n<p>In 1996, Dr. Ana Young Sy, a UP-PGH MFM Fellowship Program graduate, was accepted as the department\u2019s first subspecialist in Maternal and Fetal Medicine. Hence, residents no longer rotated at PCMC. The following year, the Maternal Intensive Care Unit (MICU) was established within the Labor Room-Delivery Room Complex. The department also acquired a fetal monitor and an ultrasound machine solely for OB-GYN use.<\/p>\n<p>In 2001, Dr Josephine B. Decena-Sanchez, a graduate of the department\u2019s residency training program who pursued MFM Fellowship at the Manila Central University, was accepted as the second MFM consultant. The Annual Perinatal Audit and Quarterly Perinatology Conferences with the Section of Neonatology of the Department of Pediatrics became regular. Towards the end of 2013, the department acquired additional fetal monitors and an ultrasound machine with doppler capability.<\/p>\n<p>Two other graduates, Dr Catherine B. Macaraig and Dr Zarah Charissa M. Agualada joined the department in 2021 and 2022 after obtaining their MFM Fellowship Training from Manila Central University and UP-PGH respectively. Rodriguez Memorial Hospital. The program was formally accredited in 2016 through the efforts of Dr. Mario A. Bernardino (Section Head), Dr. Joseph U. Olivar (Training Officer), and Dr. Zarinah Gonzaga (Assistant Training Officer), with additional support from esteemed perinatologists Dr. Ma. Estrella Flores and Dr. Marie Catheleen Santiago.<\/p>\n<p>The program produced its first graduate, Dr. Ma. Gemma D. Fulgado, in 2017, followed by Dr. June Joanbelle Gabaldon and Dr. Carmeli Joyce Tam. These graduates now serve as dedicated perinatologists across the country.<\/p>\n<p>The fellowship program was temporarily suspended during the COVID-19 pandemic due to operational challenges, though the section continued its educational mission through online learning activities.<\/p>\n<p>With the transition to Healthway management, the MFM fellowship program has been formally re-opened, supported by strengthened institutional resources and leadership. Initially part of a combined Maternal-Fetal Medicine and OB-GYN Ultrasound service unit, the section expanded with the addition of several specialists, including Dr. Ma. Linda Quevedo in 1998, and Dr. Maria Theresa Tangkeko-Lopez in 1999, who trained at Stanford University and UCSF.<\/p>\n<p>In 2012, the section became an independent service and subspecialty unit, with additional consultants joining over the years, such as Dr. Carmen Adela J. Perez, Dr. Suzette Frances Aguirre-Gisbert, Dr. Maria Luisa Acu, and Dr. Marie Catheleen Perez-Santiago in 2022.<\/p>\n<p>The section introduced nuchal translucency screening in 2010 and the One Stop Clinic for Assessment of Risk (OSCAR) in 2012 for trisomy-21 screening. The program utilized FMF-certified software and COBAS serum analyzers, with techniques shared through lectures and workshops across the NCR, provinces, Cebu, and Davao.<\/p>\n<p>Despite not having a fellowship training program initially, the section remained active in continuing medical education (CME), hosting workshops and seminars on fetal echocardiography and fetal anatomy scanning, including courses led by international experts. Tanchoco Sr. Medical Foundation was founded in 1993 during the chairmanship of Dr. Walfrido W. Sumpaico and Dr. Pilar Lagman-Dy, a UP-PGH trained Perinatologist, served as the first section head. The increasing clamor for high-risk pregnancy specialists led to the development of a fellowship training program which opened its doors in 1993 to bona fide members of the POGS. The section envisioned training future consultant staff members: Dr. Rosa Ni\u00f1ez Velante-Nierva, Dr. Ma. Victoria Valmonte- Torres and Dr. Angelita Reyes-Teotico. Soon after Dr. Lagman-Dy finished her term, Dr. Flerida Lucero- Tan, who trained at the Philippine Children\u2019s Medical Center (Lungsod ng Kabataan) took her place as section head. The mission of the section was to provide quality care for high-risk pregnancies and reduce perinatal deaths and improve neonatal outcomes, and thus, the High-Risk Unit (HRU) was established as part of the hospital\u2019s special unit.<\/p>\n<p>The section boasts of top-caliber Perinatologists who also served as President of the Philippine Society of Maternal Fetal Medicine, Dr. Walfrido W. The Center handles a diverse caseload, particularly cases referred from specialized centers and nationwide referrals. They have six trainees who work under the direct supervision of consultants in both the Antepartum Unit and during patient admission. Their fellows are directly responsible for caring for these patients from registration in the Antepartum Unit through labor and delivery and into the postpartum period. Multidisciplinary conferences with various subspecialties in Internal Medicine and Pediatrics are conducted as needed, including perinatal counseling in collaboration with the Clinical Genetics Section and the Ethics Committee. Additionally, they have a team of 11 Maternal Fetal Medicine consultants with Plantilla positions who were previous presidents of the society and members of the Philippine Board of Maternal Fetal Medicine. Gonzaga. Under the leadership of the Section Head, Dr. Mario A. Bernardino and the Training Officer, Dr. Gumersinda Cruz-Javier, the MFM fellowship training program formally began in 2007.<\/p>\n<p>The 2-year training program incorporated both obstetric and gynecologic ultrasound along with clinical rotation at The Medical City\u2019s Neonatal Intensive Care Unit in its curriculum. In line with the hospital\u2019s mission and vision, the Section established the Maternal Intensive Care Unit (MICU) designed for women in need of high-risk perinatal care.<\/p>\n<p>In December 2011, with 11 Perinatologists and 2 fellows in training, the program was accredited for training by the Philippine Society of Maternal Fetal Medicine (PSMFM), making it the first recognized Maternal Fetal Medicine training program by a private hospital.<\/p>\n<p>In 2012, Dr. Ma. Lourdes Cango-Castor was appointed as Head of the Section, Dr. Gumersinda Cruz-Javier as Assistant Section Head and Dr. Maria Rosario Castillo-Cheng as Training Officer. The fellowship training program was further streamlined to include clinical rotations at the UP PGH Institute of Human Genetics, TMC Endocrine Diabetes and Thyroid Center and fetal echocardiography under the tutelage of the Head of Pediatric Cardiology, Dr. Dexter Eugene D. Cheng.<\/p>\n<p>The Section boasts of numerous accomplishments over the years. In September 2013, the Section spearheaded the launch of The Medical City\u2019s First Trimester Screening Program, offering combined first trimester screening for aneuploidy and the country\u2019s first preeclampsia screening test. The Preterm Birth Clinic and the High-Risk Pregnancy Clinic (HRPC) were also established within the Women\u2019s Health Care Center. In 2014, the Section formalized the referral system for the interpretation of both antepartal and intrapartal cardiotocograms. In the succeeding years, the fellows\u2019 clinical research was intensified leading to publication of their papers both locally and internationally. The Section also actively spearheaded the Department\u2019s continuing medical education activities, beginning with its first multidisciplinary Clinicosonopathologic conference (CSPC) and its first postgraduate course, both in 2019. Still in 2019, the Fetal Care Program was formalized to strengthen prenatal screening and diagnosis and promote fetal intervention procedures. The addition of an expanded preeclampsia screening in the second and third trimesters was the country\u2019s first hospital-based cell-free DNA test using single nucleotide polymorphism (SNP)-based technique. High risk pregnancy services were likewise expanded in collaboration with TMC International Patient Services and Guam Regional Medical City.<\/p>\n<p>In 2021, the Section its month-long Preeclampsia Screening Program across all trimesters of pregnancy and implemented the standardization of the management of acute severe hypertension in pregnancy through its Critical Care Course Module I made available online for all Institute for Women\u2019s Health (IWH) healthcare providers to access. In May 2022, the Section spearheaded the Preeclampsia Awareness Campaign activities. The Section also held the first Preeclampsia-Eclampsia Simulation Workshop at the Center for Advanced Skills, Simulation and Training Innovation (CASSTI) of TMC. Following the formulation of a policy document, this simulation workshop became Critical Care Course Module II and was made part of the developed safety bundle to help reduce maternal morbidity and mortality associated with hypertension. The Institute\u2019s experience and achievements with the use of the Critical Care Course safety bundle for Preeclampsia has been published in the Philippine Journal of Obstetrics and Gynecology. In November 2022, the MFM Section in collaboration with the Neonatology Section partook in the worldwide celebration of Prematurity Awareness Month.<\/p>\n<p>In compliance with the modified curriculum of the PSMFM, the training program of the Section added to its roster of course content and learning outcomes a more directed gynecologic ultrasound course outline.<\/p>\n<p>In 2023, the Section, being a forerunner for innovation, advanced obstetric ultrasound skills and fetal 2D echocardiography, opened its training program to other MFM training institutions. This gave way to a symbiotic relationship with Quirino Memorial Medical Center (QMMC) allowing their MFM fellows in training to hone their skills in advanced obstetric ultrasound and fetal 2D echocardiography by rotating for one month with The Medical City\u2019s Section of Maternal and Fetal Medicine. A clinical rotation in the Section of Obstetric Anesthesia likewise commenced for the MFM fellows in training.<\/p>\n<p>In 2024 with Dr. Irene B. Quinio as Training Officer, a collaboration with the Department of Internal Medicine (IM) and a quarterly MFM-IM conference commenced.<\/p>\n<p>In its seventeen years of existence, the Section has a complement of 19 MFM consultants, with three PSMFM past presidents in its roster. It has produced 13 graduates, who have excelled in the PSMFM diplomate exam and are mostly fellows of both the PSMFM and the Philippine Society of Ultrasound in Obstetrics and Gynecology (PSUOG). The operations had been transferred under the Regional Field Health Office III of the Department of Health (DOH) from 1985 to 1986, then to DOH-National Capital Region in 1987 and up to the present. Under Republic Act No. 9421, Valenzuela General Hospital was renamed as Valenzuela Medical Center and was upgraded to a 200 bed Tertiary \u2013 Teaching and Training hospital with accredited residency trainings for the 4-basic departments namely: Obstetrics-Gynecology, Surgery, Medicine and Pediatrics.<\/p>\n<p>In 1999, the Department of Obstetrics and Gynecology was headed by Dr. Lourdes B.\u00a0 Abquilan and together with two (2) consultants namely, Dr. Estela E. Javier and Dr. Nelinda Catherine P. Pangilinan conceptualized a residency training program in Obstetrics and Gynecology. Thereafter, Dr. Abquilan appointed Dr. Pangilinan as the department training officer.<\/p>\n<p>In 2002, the department was subsequently inspected and evaluated by the PBOG Hospital Accreditation Central Committee and accredited as a Service Training Hospital (Level IA) by the PBOG.<\/p>\n<p>In 2003, the department qualified to render services for most complicated obstetrical cases and neonatal services hence, Level IIA was awarded by PBOG.<\/p>\n<p>The Department of Obstetrics and Gynecology has been one of the pillars in the service and training in Valenzuela Medical Center. Full accreditation has been granted by the Philippine Board of Obstetrics and Gynecology from 2005 up to present.<\/p>\n<p>Being an apex neonatal center in the Northern National Capital Region, the establishment of a maternal-fetal medicine (MFM) training program in Valenzuela Medical Center would create a synergistic environment. Maternal fetal medicine fellows would gain invaluable experience working alongside highly skilled neonatologists, gaining insights into the latest neonatal treatments and potential complications. Conversely, neonatologists could collaborate with MFM specialists, enhancing their understanding of prenatal diagnosis and management of high-risk pregnancies. This collaborative approach would ultimately benefit patient care by fostering a seamless transition between prenatal and postnatal care for mothers and newborns. It is with this vision proposed that the MFM section of Valenzuela Medical Center is born.<\/p>\n<p>In the latter part of 2023, the section was established with the late Dr. Edeliza A. Amorin as one of its proponents. The section was granted its provisional accreditation last August 2024 headed by Dr. Alpha S. Montaos and Dr.\u00a0 Maria Lourdes T. As a maternal fetal medicine specialist, the primary function is the care and treatment of pregnancies with complications. The training will also include ultrasound skills in pre-pregnancy gynecologic evaluation to offer a more holistic approach to the care of these women.<\/p>\n<p>The program would furnish fellows a comprehensive training in the evaluation and management of the complications of pregnancy, delivery and the puerperium. A basic gynecologic scan for the woman in the various stages of her reproductive life is also included. It is aimed at producing proficient specialists equipped with the advanced knowledge of obstetrical, medical, and surgical complications of pregnancy and their effects on the mother and fetus. It would also provide the proper competencies in the performance of various skills in the areas of prenatal ultrasound, prenatal diagnosis and pre-pregnancy gynecologic evaluation.
